For this project, rather than fill up as much space as possible, I put the majority of my energy and focus into craftsmanship and trying to create an extremely symmetrical gradient in height values across the paper strips. I worked on a smaller scale (using pretty narrow paper strips) so it was quite tedious but very satisfying to see at the end.
